The Navy could maintain 11 supercarriers or gradually reduce the supercarrier fleet to as few as eight in 2045. If the fleet does cut three supercarriers, it should replace the CVNs with as many as six CVLs, according to the plan.

That's consistent with RAND's two-for-one CVL-to-CVN recommendation. Then there is the simple fact that, impressive as they seem, aircraft carriers aren't necessarily best suited to what experts see as the most plausible conflict scenarios in the near future – including clashes in the East and South China Seas and an invasion of Taiwan

. "This ship in particular has a sophisticated design, stealth features, radars, and a large missile inventory. Even then, China will be far from parity with America. The Fujian is conventionally powered, whereas American carriers are nuclear-driven, giving them greater speed and endurance. Plus America has decades of experience operating carriers. It will take at least two years to complete the Fujian, and probably more to perfect using its catapult.

Even if, as some suspect, China is already building a nuclear-powered carrier and plans to have four by 2035, that would still leave it lagging America. Yet such comparisons can mislead. China's carriers are not designed for direct confrontation with America, naval experts say.

In a war over Taiwan or in the seas around China (the likeliest conflicts involving China and America) ballistic and sea-skimming missiles would quickly destroy any big ships. China is more likely to use its carriers against less powerful countries—much as America has since the cold war.

Think, perhaps, of a confrontation with Vietnam over disputed islands or an intervention in Africa to protect Chinese interests. In the missile era, it is unrealistic to imagine a clash like the battle of Midway in 1942, which involved three American carriers and four Japanese ones, says Sam Roggeveen of the Lowy Institute, a think-tank in Sydney.

"I don't read China's carrier ambitions as being a direct challenge to American naval power," he says. "I really view it as a gambit to build a navy that will be useful when the Americans are far less powerful and when China has more space to coerce and punish smaller countries."

The USS Hornet is also an Essex class aircraft carrier that was built for World War Two. She was completed in 1943 and assigned to the Fast Carrier Task Force. She saw action in 1944, attacking Japanese installations in New Guinea, Palau, and Truk, among others.

Firstly, the Fujian likely won't be operational for another three to four years, said Carl Schuster, a former US Navy captain and former director of operations at the US Pacific Command's Joint Intelligence Center. And even when it is operational, its size will make it an obvious target – any enemy will be keenly aware that sinking such an iconic vessel would be as much of a morale blow as a military disaster for China.

She was also commissioned in August 1943 and participated in the Pacific War against Japan - notably the Battle of Leyte Gulf. Crunching the numbers, said Shugart, was staggering. He estimated that using civilian ships would give China an extra 1.1 million displacement tonnes.

That figure is more than three times the displacement tonnage of all of China's amphibious assault ships put together. And if China tapped Hong Kong's roll-on/roll-off vehicle carriers it could gain an extra 370,000 tonnes of sealift, according to Shugart.

The USS Yorktown is an Essex Class aircraft carrier built in World War Two. Named after the Battle of Yorktown in the American War of Independence and took the name in honor of the previous aircraft carrier USS Yorktown CV-5.
